InetSvc.exe kept crashing when rebooting. I discovered that the process would restart automatically after killing it off. If you create a subdirectory under "Internet Keyword" folder in Program Files, then move all files into that subfolder, the program can't restart. Kill off the InetSvc.exe and InetMgr.exe processes and move the files again. Then clean up your "Run" keys in the registry. ~! i win ~!
